From my understanding, the existing credit report for your
friend(with his old name) should have been changed over when
the name change took place. If it was not done, it needs to
be. He cannot call the old car company and have the paid off
car placed on his credit without having the entire credit
report placed on there because in that instance it would be
like he was picking and choosing what he wanted his credit to
look like. Honestly, if starting over with credit only took a
name change, we would all do it.. :)... He should call
transunion, equifax and experian to inform them of the name
    change.
